Right click on the file/folder, select "Properties", select "Security" tab, click on "Advanced" button, select "Auditing" tab, click on "Add" button, select the users you want to monitor or simply add "Everyone", then select what do you want to monitor.

Auditing requires Windows NT/2000/XP/Vista and NTFS file system. You must have administrator privilege. If Windows prompts you auditing is not enabled by domain policy, you can enable auditing using local policy:

Click on start menu -> control panel -> administrative tools -> local security policy, select Local Policies -> Audit Policy from left, then double click on "Audit object access", enable "Success", click on "Ok".

To view who accessed the file/folder, use Event Viewer, in security category.

    company has some high confidential folders/files. recently the director asked me if the folder been opened by somebody. how to track that?
