Good news, it will be introduced as case law, which means people won't be charged like this next time. I think the current law will be amended since it only allows person catches thief during the crime instead of after crime, what a stupid law！。。。

Charges of assault and forcible confinement against Toronto shopkeeper David have been dropped. Chen and two of his co-workers chased and held down Anthony Bennett after he stole plants from Chen's Chinatown store in May of 2009.
