There is a bug. Within the download files, one file named Symcjit.dll. This file need to be deleted and run Universal installer from hard disk.

Sufficient privilege is needed to access the registry and/or an NTFS drive. When installing Oracle you can NOT be a user with Administrator rights because you do NOT have the 'LOGON AS A SERVICE' or 'LOGON AS A BATCH PROCESS' privileges granted to you. To correct this, use the Server Manager or the User Manager, click on Policies, User Rights, click on the box next to 'Show Advanced User Rights', click on the drop down list (Rights) and choose 'LOGON AS A BATCH JOB', 'LOGON LOCALLY' and 'LOGON AS A SERVICE'.

我在administrator组里建了个oracle用户，将这个用户加入 'LOGON AS A BATCH JOB', 'LOGON LOCALLY' and 'LOGON AS A SERVICE'，可还是同样错误。
另，我的win2000是在fat32 上，有影响吗？

Also, please upload the logs from this installation, so I can see exactly where the error is occuring.
Are you logged in as the local administrator or Global administrator? Is the adminstrator in the local ora_dba_group?

2. which OS you use ? (detail info need) you can run winmsd from DOS prompt to get it.
