How to get finger prints destruction successfully? Any information is appreciated.

Some people who got serious charge(s) and sentence got finger prints removed from police record after they were granted pardon or were discharged. Some people who were wrongfully charged for unserious charge (for example simple assault 266) and the charge was withdrawn but were denied for finger prints destruction. How to get finger prints destruction successfully? I know some lawyers are doing this kind of business. Do people have to spend hard-earned money to use a lawyer for it? Any information is appreciated.
