In yr case, the technical contact is someone in responsable for the DNS server you designated.
Record last updated time is when the last modification of the registration information occurs.

That is when you transfer your Dn to an other party,an other ISP,change your DNS server, modify your address or email.....bla bla.You can monitor these modifications by whois database.

If you just modify your site, such as upload files, renew pages, nothing will happen to your record. That RECORD ONLY relates to your DOMAIN, no relationship with your site.
Second: YES

The content of your website has nothing to do with the records in a whois database.Maybe search engines like Yahoo can reflect the update of your site.
