If you are not Canadian citizen yet, the answer is yes. You need to find an employer first, who apply for the H1B employment visa on your behalf.If you are a Canadian citizen, you can apply for the TN visa by yourself regardless of your employment prospect in the States.

What kind of visa u want to apply? B-2? or H-1? For B-2, u will need to have a job in Canada first, or enrolled in some school. For H-1, u will need I-797 issued from the US company to apply H-1.

B-2 is for shot term visitor, if u want to visit ur friends in the states, this is the one you should apply.
