你是哪个Apt. 怎么这么恼火？我在Beverly Hills，还有其他几个Apt都没听说这等鸟事。先找找你Apt的manager。Apt应该是水电全包的啊。

对的，我刚才又打电话到hydro公司确认，这是一个deposit，对于新开的account收取，2年后+pay bill on time，就可以退回这个fee.现在的apt都不包括hydro（指electric service）、tel、cable的呀，问了多处都是这样。水则可以随意用，但因为老想着北京缺水，所以，也总是很舍不得用水。
