It mean as long as you are Canadian citizena and live outside of Canada,you wife or husband can keep their PR status as long as they want, regardless the citizen is working or not

is going to change means not live yet. So it may happen or never.Don't worry it too early. Tons of Canadians work overseas for feign company, I don't expct there will be a big change on current policy
