哪里的规定？任何需要警察到场的都可以打911.我和朋友都打过，警察来了，不吵了，我们从没有被罚过任何款。而且事实上我朋友的case，打了911后，super才重视。

I wish I would never ever need to call 911, but whenever I feel it necessary to have immediate police appearance, I will never hesitate to call. No sense at all to fine people because they ask for law enforcement.
