The air fare advertised could be misleading. You must know the total price including all taxes. For your info the tax only costs C$424.59 Toronto-Hongkong-Toronto. Now Air Canada operates Polar Route to Beijing same as Hongkong.Only continental Airline does not collect fuel sucharge. When Air canada flies over Russia and China spaces, this route is not free and Air Canada has to pay for the "Polar Route" fee for saving time and fuel. As a passenger, the cost is to pass to you, ultimately you pay. No free lunch. Don't trust any advertised fare unless you know the total fare cost.
