The child must be a permanent resident of Canada and have at least one parent who is a Canadian citizen OR will become a citizen at the same time. In another word, child can't apply alone.

为什么不能apply alone？不觉得你前半句the child。。the same time和后半句in other words，。。。alone。有什么关系，这关系不等啊？！

your first half is correct. but "in another word,....alone" is not. I pointed that out in case others are confused or misled by our discussion.you citation from CIC (first half of your sentence) is correct, your interpretion (last part of your sentence) is wrong.
e.g. person A (PR, with a ex-marriage child, say 10 years old) marries person B (citizen). After person A and his (her) child land, the child can apply for citizenship. person A can choose not to.
