相约北美 / 定居入籍 / 我是10 月20 几日把申请的入籍，为了避免考英语，但收到移民局的信， 把我的申请都退回来了，说我需要去考英语，我不明白，凭什么？不是说11月1号之后申请的才要提供英语证明吗？

I applied the similar time send by Xpress. I received a mail from CIC around 1 week ago said they have received my application and didn't ask for English Certificate.
